In the wake of The Black Death (which recurred repeatedly right through Europe from the 14th to the 17th Centuries), art, literature and also worship had come to accept such ghoulish, macabre metaphors.

POLICE CITE FAILURE TO COMMUNICATE

Police forces in several districts across Phnom Penh are reporting problems sending and receiving messages using their walkie-talkies, with noise and irritating sounds, such as dogs barking, appearing on channels used for normal communication.

Phnom PenhMin Sovanna, director of the radio communications department at the Ministry of Interior, said investigators are looking into the matter. He said that the current technology is out of date and may not be sufficiently secure.

About 20 years ago we installed the system for $2 million and it still is in use now. The old system now cannot be secure, but we lack money to upgrade to the digital system.

He believes that someone is using the same frequency numbers for the walkie-talkies and is tuning into them, though they may not be doing it with the express purpose of scrambling police communications.

Installing a better version could cost millions of dollars, he added, with each new walkie-talkie costing about $1,000 to $2,000.

Reang Putheara, a police official in Chamkarmon district's Boeung Keng Kang III, said the harassment really disturbs police work€. He has heard dogs barking on normal frequencies.

€This group, if they are arrested, we cannot forgive them.

Lieutenant General Kirt Chantharith, spokesman for the National Police, confirmed the problem, and said that while police have been unable to find the source of the attack, they are investigating.

€œSooner or later we will find them. They make harassment especially when we have big events.€ he said. Now police forces use the walkie-talkie by changing its code number to avoid harassment.

If, in fact, police communications are being intentionally disrupted, it comes during an upswing in attacks on government communications.

Since late April, authorities have arrested a total of four people believed to be members of Anonymous Cambodia, the local chapter of the global hacktivist group, and accused them of hacking into government websites. All four are in detention awaiting trial.

Anonymous Cambodia's Facebook page over the past week contains posts about taking certain government websites offline a€“ including the national police website€“ but does not mention involvement in the walkie-talkie harassment.

Two-way radio communication may seem like a thing of the past with smart phones and the availability of more advanced technology. However, with the recent frequency of natural disasters, storms, and other emergency situations, more attention is being paid to radios as a reliable form of communication and a possible back-up communication option, including amateur radio operators.

For example, the Times of India reports that the recent monsoon flooding disaster in the northern India state of Uttarakhand in July 2013 has prompted officials in other flood-prone regions to establish Amateur Radio facilities to provide emergency communication.

What are two-way radios and how do they work?

A two-way radio is a radio that can both transmit and receive (a transceiver), unlike a broadcast receiver which only receives content. A two-way radio (transceiver) allows the operator to have a conversation with other similar radios operating on the same radio frequency (channel).

Two-way radios are available in mobile, stationary base and hand-held portable configurations. Hand-held radios are often called walkie-talkies or handie-talkies.

9780160910012A recent training publication produced by the Department of Health and Human Services, Centers for Disease Control and Prevention and the National Institute for Occupational Safety and Health called Radio 101: Operating Two-Way Radios Every Day and in Emergencies provides training materials on how to operate two-way radios. Included are an instructor’s guide, a DVD with a power point presentation and a student handbook. These training materials practice what they preach, in that they are brief, straightforward and concise– just as two-way radio conversations need to be.

While many of the scenarios used throughout the training materials apply to miners and situations where miners would need to use two-way radios, the information is generic enough that it is applicable to any emergency.

Two-way Tips

The information provided in the training materials seems like common sense, but there are a few important tips to consider when using two-way radio communication in an emergency situation:

Less is more. Be brief and efficient; know what you are going to say before using the radio so you do not tie up the channel while you are thinking of what to say.

Don’t mind your manners. It is not necessary to be polite, saying “please” and “thank you.”

Repetition rocks. Repeat back information you receive to confirm that you heard the correct information.

No privacy policy. Be aware that conversations are not private on these open channels and may be heard by others picking up your frequency. However, this downside is a big plus in emergency broadcasts and SOS situations where the operator wants as many people possible to be listening in to be able to pick up and relay his message.

License to Help

To operate an amateur two-way radio in the United States requires taking a test and obtaining a license from the FCC (Federal Communications Commission). The American Radio Relay League (ARRL) is the national association for amateur radio (also called ham radio with operators being called “hams”) in the US and “provides hams and non-hams the resources to learn, get licensed, and help others on the air.”

PC Shipments Mark Steepest Decline With 10 Percent Drop

Personal-computer shipments fell 10 percent in 2013, marking the worst-ever decline after lackluster holiday sales underscored how consumers and businesses are shunning machines for mobile devices, two research firms said.

Manufacturers shipped 315.9 million units, returning to 2009 levels and making it the “worst decline in PC market history,” researcher Gartner Inc. said in a statement yesterday. IDC also said shipments had a record decline.

U.S. consumers omitted PCs from their holiday shopping lists while buyers in Asia opted for smartphones and tablets. More computing tasks are moving to websites and applications tailored for wireless gadgets, rather than software installed on laptops and desktops. The annual drop eclipsed theprevious record decline of 3.9 percent in 2012, Gartner said.

“Consumer spending during the holidays did not come back to PCs as tablets were one of the hottest holiday items,” said Mikako Kitagawa, an analyst at Stamford, Connecticut-based Gartner. “In emerging markets, the first connected device for consumers is most likely a smartphone, and their first computing device is a tablet.”

Global sales fell 6.9 percent in the fourth quarter -- the seventh straight drop -- to 82.6 million units, Gartner said. IDC, based in Framingham, Massachusetts, reported a decline of 5.6 percent in the same period.

Corporate Upgrades

Lenovo Group Ltd. (996) maintained the No. 1 spot worldwide with 18.1 percent market share in the fourth quarter, helped by a 6.6 percent increase in shipments, according to Gartner. Hewlett-Packard Co. (HPQ) was second with a 16.4 percent share as shipments declined 7.2 percent. Dell Inc. was third, the researcher said.

“We are extremely optimistic about the future of the $200 billion-plus PC industry,”  Yang Yuanqing , Lenovo’s chairman and chief executive officer, said in a statement. “We continue to outperform the market while steadily improving profit and margin.”

Lenovo shipped 14 million PCs in the last quarter, it said.

Growth in the PC market has become dependent on consumers and businesses replacing existing machines, rather than wooing new buyers. Enterprise demand is being driven in part by Microsoft Corp. (MSFT)’s plan to end support for its 13-year-old Windows XP operating system in April, compelling businesses to buy new PCs along with software upgrades.

U.S. shipments shrank 7.5 percent in the fourth quarter to 15.8 million units, Gartner said. Unit sales in Europe, the Middle East and Africa fell 6.7 percent to 25.8 million, while the Asia-Pacific region saw a 9.8 percent decline to 26.5 million.

Loren Loverde, an analyst at IDC, said the decline in PC shipments was the worst since the researcher started tracking data in 1981, with the previous record seen in 2001, when sales shrank 3.7 percent.

“We don’t think it’s quite the bottom yet,” Loverde said. IDC is predicting a 3.8 percent decline in PC shipments for 2014 this year, and then growth of less than 1 percent in 2015, he said.

Many people worry that these laws will prove difficult to enforce, however. Others still are worried that this move will increase the destruction of shipwrecks from more recent times, in particular, vessels from World War Two (1939 – 1945), before they come under Unesco’s protection.

Today, historians are attempting to use the centenary of the First World War as a way to educate people about the history and legacy of the conflict, as well as to demonstrate the cultural and historical importance of these undersea war graves. Many, including this writer, feel that such sites are deserving of our respect and reverence.

Shipwrecks also provide a very good habitat for local marine life and can even form the basis for coral reefs (if left undisturbed for long enough). These vessels are also studied for scientific interest, with experiments carried out on everything from metal erosion to marine biology.

At the time of writing, the British Government has failed to sign the convention.

Nation Mourns Fundraiser Stephen Sutton

Stephen Sutton, the courageous 19-year-old cancer patient who raised more than £3Million for charity has sadly passed away.

Stephen’s story resonated with the hearts and minds of the British people once the news of his fundraising activities spread to social media. The Facebook post announcing his death was shared 120,000 times within an hour of going live.

However, Stephen’s good work has yet to end. Just two hours after the news was announced, Sutton’s fundraising page handled some £60,000 in donations. The total is now at £3.72 million and is still rising.

Jane Sutton, Stephen’s mother, said in a statement that, “My heart is bursting with pride but breaking with pain for my courageous, selfless, inspirational son”.

Stephen SuttonStephen Sutton was diagnosed with terminal metastatic bowel cancer aged just 15. The young man drew up a ‘bucket list’ of things he wanted to do before he died. These included skydiving, hugging an elephant and getting a tattoo. He also played the drums before the Uefa Champions League Final at Wembley last year, performing for some 90,000 attending fans.

Sutton even broke a world record by getting 554 people to make a heart shaped hand gesture earlier this month.

His charity work began when he set himself the goal of raising £10,000 for the Teenage Cancer Trust, but he did quite a bit better than that. Celebrities caught wind of Stephen’s selfless goals and pretty soon, publicity and money was flooding in. Comedian Jason Manford, one of Stephen’s strongest supporters, said that the young man “was the most inspiring person I’ve ever met and (he) touched more lives than he will ever know”

The Teenage Cancer Trust, who received their largest ever donation from Stephen’s ‘Just Giving’ page said, "We are humbled and hugely grateful for what Stephen achieved and continues to achieve for us."

“Hi! My name’s Stephen and I’m pretty much like your average teenager- except for the last three years now I’ve been battling cancer. The current opinion voiced by my doctors is that my disease is incurable, and as a result I want to spend as much time as possible raising funds for a charity very close to my heart”.

The introduction doesn’t dwell on the negative, but instead looks forward with a positive eye, which just about says it all, really.

The image thatmost people will have of Stephen Sutton is of a fresh faced; handsome young man giving two thumbs up to the camera. A breathing mask pulled to one side is unable to hide a kind and genuine smile. But for the hospital bed, it could be a candid holiday snap.

Stephen’s bravery in the face of hardship, together with his generosity of spirit and positive message, stands as an inspiration to us all.

July 28th 1914 was a day that changed the world forever.

A global war was declared that would last for four long, bloody years and would cost Humanity millions of lives. Although the images of the gruelling, inhuman trench warfare that was waged in France are the perhaps most indelible from the conflict, it should also be remembered that an awful amount of lives were also lost at sea.

Britain alone lost over a thousand vessels from 1914 – 1919, together with about 89,300 sailors and merchant navy personnel. Germany lost hundreds of warships, as well as about 35,000 sailors. In addition, civilians were also caught in the ocean-going crossfire, as a German submarine sank the liner Lusitania in 1915, killing almost 2000 people in the process.

As we approach the centenary of the First World War, the seafloors are littered with the stark, skeletal remains of vessels leftover from this conflict. In recent years, however, these ruined ships have come under an increased level of threat from salvage teams, looters and profiteers, many of whom are intent on destroying the wrecks outright.
